Hannibal did not fight her when she bound him. He assumed that she would be teasing him in this position. He fully intended to break the belt and claim her....later, when she wasn't expecting it.

He enjoyed the teasing touch from her fingers and flexed his upper body for her when she said that. The flexing caused the belt to strain a bit beneath his touch, but he made no further moves to free himself. "Just as you enjoy it." He rumbled lowly.
